Florida's Department of Health and Rehabilitative Services (HRS) is the state's principal provider of social services. The federal government contributes approximately half of the costs of Medicaid and Aid to Families with Dependent Children (AFDC), which are administered by HRS. Food stamps are also provided by the federal government to the state, but their distribution is the responsibility of HRS. In absolute numbers most of the state's poor live in large metropolitan areas; however, higher percentages of households receive aid in lightly populated rural counties, particularly in north Florida. Dade County (Miami), where the share of households receiving aid is as high as many rural counties, is an exception.
